Yakima lower rail position fixed?

The upper bar on our new T@B 320 Boondock can be moved as expected by loosening the supports hex head screws. On the lower bar, both support's lower screws are hex head, but the upper screws are square recess (with slots) and they are surrounded by clear adhesive. Is there are reason the lower bar is not supposed to be moved? The bottom of the lower supports are about 4 inches from the bottom of the rails.

Now I've seen on other posts that the aluminum roof supports are on 8" centers. The distance from the bottom of the Yakama rail screw to the upper bar support screw is 8", so I'm presuming that screw is also part of the bar fastening. Due to the slope of the back, the lower bar will carry more weight, so it's also sensible for it to be over a support, while that's less important for the upper bar, so the latter is movable.
