I see some tabs with a wide flat plate under the gas bottle box at the front which gives room either side for tie down storage. Is the plate available to be fitted to a tab 400?

    The 2020 Boondock Lite TAB 400's have that platform so I expect one could be fitted.  However, on a pre-2020 you will surely have tongue weight issues (since they are already very tongue heavy) if you put anything at all on the platform.  All in all, probably not worth the expense.
