Is this a leak and causing a "no-cool" scenario?

Helping my son troubleshoot his Norcold NR751 (not cooling). Of course it could be caused by several possibilities but he took this pic - is this a sign of a coolant leak?  Thanks!

    The white-yellowish residue on the ground makes me think so.

    @Grumpy_G - thank you - I didn't even notice that residue below - was only looking at the greenish/blue color - so that's very helpful. I suggested he has it looked at. Truly appreciate your response!
