I waited for a discount coupon and bought the harbor freight haul-master cargo rack. It’s got 150 pound capacity which is about the limit I would put up there any way. I use it to carry bulky items that don’t weigh much.

If you don't wish to produce trailer sway keep whatever you place in the basket to less then 30lbs. I learned this the hard way.

I don’t worry about that too much. I’m not putting 150 pounds up there anyway. However, I do put heavy things on it. Sway hasn’t been an issue and I’m careful about the tongue weight and keep it in the 10-15% range without exceeding the over all limit. I’d say I travel with about 100 pounds attached to the rack, so 130 pounds total. I do have an anti-sway bar on the hitch. (Not for this reason but due to my TV manual recommendation.)

Several videos on you-tube demonstrate how weight distribution affects trailer stability. Indeed, when I added two 2 gal fuel containers and one 3 gal water container to the rear rack of my 320 Booondock, using a 3,300lb '99 Jeep XJ as a TV, I crossed a depression on I-5 just north of LA. This sent the T@B violently oscillating from side to side. I counter-seared and eased off the throttle. At around 50mph, the trailer began tracking strait. I pulled over, removed the water container and I've never experienced sway again. Since then, I've upgraded to a heavier TV weighing about 5,250bs fully loaded - it is true that the weight ratio of TV/trailer effects trailer stability. However, unlike, people pulling much heavier trailers, I do not require an anti-sway hitch attachment. I've pulled my T@B across this country several times and down many dirt roads and moderate 4x4 trails without another incident.     Gas weighs a little over 6 lbs a gallon, so 2 containers of 2 gal of gas weigh about 24lbs +the weight of the rack. The 3 gal of water I removed weigh about 24lbs

That Harbor Freight basket is about 30 lbs all by itself (a bit heavier than the MaxHaul version), before any actual cargo.
The roof is not rated to carry much load. It's easy for me to imagine going around a turn on a windy day, and a 50 pound additional roof load twisting the walls a little, eventually leading to a leaning tower of T@b-ness.
