 After 2 years of frustration getting the propane burner lit, I made a new burner box cover with inspection port relocated and enlarged to allow viewing and manually lighting standing flame. This is a sheetmetal project relying on a lifetime experience in the gas industry.

Original cover with port that doesn't allow easy viewing angle of flame.

New fabricated cover with port located and enlarged for easy viewing and manual lighting if necessary using second person to hold the gas valve knob in.

Now it only takes a few minutes to have the stubborn fridge lit reliably.
