Black gunk around sink drain after winter

So I went to dewinterize and found some weird black gunk around the seal of the sink drain - anyone else had something like this and know what might've caused it? After cleaning it up with some mild bleach solution, a day later more droplets of it have leaked out and formed once again (see photo). Any ideas?
