Repair of 2008 jockey wheels on the AL-KO frame

Can anyone tell me how to detach my upper tube of the “Jockey Wheel” from the frame. Apparently this should be a simple task, but not for me! I was able to detach the bottom half from the frame - the wheel , however I was not able to detach the top half - the exterior tube. Something is stopping the top from detaching up or down. (see the video attached). My wife and daughter had to travel 2,000 miles from Oklahoma to Shelton, Washington with the tube gerry rigged in up position, it worked. However, they did not unhitch our new to us 2008 T@B for the 5 days it took to get here! (sorry I tried .mov, .wav & .mp4, I guess this forum will not take videos)
