Does the T@b 400 have a built in water regulator?

If you mean water pressure regulator - no, they do not.  You need to supply your own.

If you bought a new TAB 400, check the small miscellaneous pieces box that should have come with the TAB. nuCamp provided a small blue plastic water regulator with mine.  I don't know how long it will last since I already had a brass water regulator and I use that.

From experience, while the blue plastic regulator is a present that reminds you of what is right, the blue plastic one failed on its first test in my T@B S Max. I always keep an extra brass pressure regulator in my fresh water accessory bag.
