Rating on VIN plate says 3500# each axle but trailer does not have a single axle. Does this mean 3500# each wheel?

"Each Axle" means just that weight rating of each axle. Your T@B 400 has one axle with a GAWR of 3,500 Lbs.'18 320 S, pitched axle, 3020HE; PNW basedTV: '17 Colorado V6 Z71 4x4, Tow Package, GM Brake Controller
