Norcold not cooling

Thanks Grumpy.....I am a rank novice, but I can try that.....let's see if I understand.....When you say measure resistance across the AC heater (92).........does that mean I am bypassing (92) by touching the ohm meter to (96) and (219)? What does it tell me if the resistance is outside of that range?

Basically yes, although technically you're not bypassing anything but that's just my engineering nitpicking. If the resistance is 0 then the heater touches the housing and that would also cause the fuse to blow. More common is a very high resistance indicating the heater has failed. Either way the fridge has to come out to get to the heater.
