transporting propane (for regular (high pressure) camp stove)
The 1-pound propane canisters run out quickly and are nearly impossible to dispose of legally. So, I am considering purchasing a 5-pound refillable canister. I think the only safe and legal way of transporting it would be to secure it someone in the tub. Any thoughts?

Don’t know about safe or legal, but I tote a spare 11# propane canister in the bed of our pickup when towing.

I just purchased this 5lb growler kit from an online retailer who had it on sale. It states, and I quote, "The Gas Growler complies with DOT specifications 4BA, 4BW and 4E. It is safe to transport in your car, SUV, RV, or boat".
My plan is to just store the kit (bag) in the front locker tub, loose. There's enough equipment bags in the tub that it won't bounce around. This is a nice set-up. Found it on sale $105 + tax, free shipping. Hardware store up the road filled it for $5

My 5lb growler fits really nicely in a standard 5 gallon Home Depot bucket that I keep in the front tub. Useful to have the bucket available for various things when camping, and it protects the propane canister well.

I have a Tee before the t@b's regulator, with a line that feeds the outside camp stove. Our front tub has a little access door near the propane tank so it's very convenient. Fewer parts and pieces, and only one tank to keep full, but it does limit the location of the stove somewhat.

The overlanding crowd has been using 5 lbs propane tanks mounted to their vehicles/trailers for a long time. Mounts are readily available at varying price points on Amazon and the like. The "growler kits" just add fancy paint and a bag to a standard 5 lbs tank.

Our five pound propane tank is great for using a Blackstone griddle out at the picnic table. It rides in the truck box mounted on the tongue of our 320S.

Depending on where you live, there are retailers that offer refillable 1 lb containers (in CA Sports Basement offers 1 lb bottle exchanges).
I added a T-fitting to the top of the 20lb bottle in the front tub that allows me to attach a long hose to a fire pit or a stove.San Francisco Bay Area
