It's not really that difficult to drill out a rivet. If you get the bit size just right the head will pop off and then the rivet can just be poked out the other side. -

Perhaps a wind shift explains the first circumstance--despite their aerodynamic appearance T@Bs are kinda' like big sails. Your second scenario sounds like a brake or brake controller adjustment… -
