My 2020 Toyota RAV4 Hybrid gets about 25mpg at 60mph. I go 45-50mph up hills. Yes, the Tab is over the RAV4's rated towing capacity, but US tow ratings are BS and I have had no problems over 40K miles.
Regarding Air Filters - In the days of carburetors, having a dirty air filter would create additional vacuum as the air passed through the venturi area and would draw additional fuel from the carburetor bowl. Hence, a dirty air filter would severely affect MPG.
Since the advent of fuel injection - especially those systems that use a Mass Air Flow Sensor, the MPG is not impacted in the same fashion. Those vehicles without a Mass Air Flow Sensor (referred to as Speed Density) could see more of an impact.
Just sayin....
The only true way to validate the claim of the increased MPG is to take the same trip (same speed etc.) with a new air filter for comparison.

I am guessing the key is to not drive over 55 MPH, and having the topper on the truck to reduce wind drag.

2019 Chevy Colorado crew cab work truck w/ camper shell, 4x4, V6 2023 400 Boondock (coming home empty from dealer- new). avg. speeds 60-65 MPH 12.8 MPG (21MPG on the way to the dealer w/o trailer).
Edit to add the same TV averaged 14.1 MPG pulling a 320 Boondock.

Best mileage is at or below 60 mph. Wind a bigger factor than terrain. 22-26 mpg while not towing.
