Does anyone know if this will run on 15 amp service? The manual doesn't state it directly but it does say the circuit rating for the time delay fuse is 15 amps and 125 volts.

    You will be OK.  Use an extension cord with sufficient gauge to minimize voltage drop.  The AC typically draws 5-7 amps.
