Hmmm. Anything north of Yonkers I was told. For those who were born and raised north of Yonkers there is down state which is north of NYC and south of where we live.
I was born and raised in the Finger Lakes, if you said you were from upstate you were certainly not.

There is limited cold weather camping around. Pennsylvania has a couple of state parks that have limited camping in the winter as does New Jersey. There are some areas in Vermont and Mass that have snow mobile oriented camping.
We dry camp in the winter (and high mountains that get cold year round). The Alde works great and the T@B is really warm and cozy even in really low temps.

To folks from downstate, everything is upstate. Southern Tier folks like to think of themselves as downstate. If you are North of Albany and into the park, that is an area we refer to as "the North Country". North Country runs East from Watertown to Vermont and includes the park (Adirondacks). This upstate, downstate, Western NY thing is a perpetual argument. To folks from the North Country, Syracuse is downstate.
For somebody from Ohio, I don't know upstate is, but 4 mile creek and Watkins Glen are my favorite NY parks.
Two great choices for NYS parks. Stoney Brook SP is very similar to Watkins Glen a couple of Finger Lakes to the west but not as well known or crowded. For most purposes and perspective of folks from 49 other states, "upstate" is the rest of the state outside the greater NY city area. Also, specially true for NYC area residents.
