I need to replace my pneumatic jockey wheel tire and would like to replace it with a heavy duty industrial unit. How would I find such a unit? I'm not sure how to get the new tire on the wheel. Do I take it to a tire shop? Obviously starting from ground zero here with my knowledge of how things work.

It does take a bit of mechanical aptitude to adapt another wheel and tire to the Alko bracket.  You will probably need a 5 inch long bolt either 5/8" or 3/4" diameter for an axle.   A tire something like this would be appropriate.  The "universal fit" parts solve some of the adaptation problems.

That looks like a great choice.  Anyone that has changed a bicycle tire should be able to change the tire.  You may have to cut the valve out of the hole in the wheel if it is a tubeless style like my original.
