I winder how well the propane cover will hold up to drilling it out? I want to remove the PVC pipe.

They sometimes spin when you drill them, so if you can, grab the other end with some vice-grips while you drill.
Try to size your drill bit so it's just a tad larger than the shaft of the rivet. Then you can simply drill til the top of the rivet comes off, then push the rest of the rivet out of the hole. You shouldn't have to drill deeply at all.
It's aluminum, so drill gently.
