I was in B3 last night looking at blinds for a guest room, and yes, you can order blinds that go up from the base. Basically, they are accordion blinds that have a mounting on both the top and bottom, and cables to draw them upwards.PXLated said:

I have the same right angle ratcheting screwdriver that Dale has in his photo above. He's correct in that the black plastic knob on the back of the driver bumps into the back of the valance. Here is a right angle screwdriver I found on Amazon that doesn't have the knob - and should work without having to go to an open-ended wrench (Ugh! that must have taken forever - I can see how the bit would keep falling out of the screw hole with each attempted turn). So if this project is on your list, buy this little guy (no pun intended) and let us know how it works (only $9.99 on Amazon):
