Pump running, no water flow

Ready to sterilize water tank after completely emptying tank and blowing out pipes for winter. I have a full tank of water, pump is running but no water flow. Alde bypass valve is open and hot and cold water valves are closed. Do I need to prime the pump?

You may have air from a loose connection or a cracked filter housing.  Look for cracks and check that all the connections on the pump are tight.  You can unscrew the pump filter and make sure nothing is occluding the filter, too.  If after this it fails to pick up water from the tank, then disconnect the pump intake and place the end of it in a bucket of water.  Run the pump and see if it picks up water.  If it does, then the pump is ok and you can move on to other troubleshooting.

The pump should be self-priming though it is finicky and may sputter a bit while air is purging from the system.
If you have a full tank and you are getting nothing from the tap it suggests you might have an air leak on the pump inlet side, or perhaps a blocked FW tank vent. Search around here and you should find several discussions on the topic, including tips for troubleshooting.

All I've ever had to do to get my pump running is open and close a faucet every two seconds or so, for a few cycles.
